Most local governments in Oregon, from the smallest cemetery district to the largest city, must prepare and adopt an annual or biennial budget. Schools, counties, cities, rural fire protection districts, and most special districts are subject to the same budget provisions. Only those districts specifically exempted in state law do not have to prepare and adopt a budget. The Oregon Department of Revenue has more information on Local Budget Law.

The Budget Committee meets for three or four times in April in the City Council Chambers. The Budget Committee is composed of the City Council and an equal number of citizens appointed by the City Council. All members of the Budget Committee have equal authority. The Budget Committee meets publicly to review the budget document as proposed by the budget officer. The Budget Committee receives the budget and budget message and provides an opportunity for the public to ask questions about and comment on the budget. The Committee also approves a budget and, if ad valorem property taxes are required, approves an amount or rate of tax for all funds that receive property taxes. The public is encouraged to attend all Committee meetings.

Meeting Schedule and Minutes

Budget Committee minutes are usually approved at the City Council’s budget hearing in June, and minutes are not posted to the website until then.
