The Old City Hall is located on Laneda Avenue and is no longer in use.
The temporary City Hall is Located at:
167 S 5th Street

Although that is the legal address, the temporary City Hall is Located behind the Police Station. There is a paved path on the South side of the police station that leads to City Hall.
There is Parking Available directly in front of City Hall at roughly 461 Dorcas Ln.
Building permits are available from the Building Department at either City Hall, or on this website here:
